Knowledge Manager & Sharepoint Developer Location- Jacksonville, FL Clearance- TS/SCI This program requires US Citizenship Overview: The Knowledge Manager and SharePoint Developer will provide expertise in Knowledge Management (KM), Information Management (IM), and SharePoint development to support USNAVSOUTH/FOURTHFLT. This role ensures effective information sharing, collaboration, and technology integration to enhance staff operations and mission success in Navy, Joint, Allied, Partner, and Coalition environments. Key Responsibilities: Deliver KM, IM, SharePoint technical, administrative, and web development support within a designated KM space during standard working hours (0730-1600). Assist the Commander and staff in developing knowledge value chains and supporting technologies to optimize operations and mission execution. Plan, organize, and oversee local analysis of staff procedures, IT toolsets, decision support systems, risk management, and integrated logistics systems (ILS). Lead experimentation efforts to enhance command operations and recommend improvements. Establish and maintain a robust Knowledge Management program for a Maritime Operations Center and Numbered Fleet Staff. Utilize information technology solutions to facilitate knowledge-sharing processes. Develop and support Communities of Practice to encourage collaboration and information exchange. Implement best practices for collaboration and information management tools. Drive the development of knowledge portals and enterprise document management solutions. Promote and sustain an effective KM culture within USNAVSOUTH/FOURTHFLT. Provide training on KM/IM processes, technologies, and data repositories through various venues, meetings, experiments, exercises, and conferences. Participate in at least 25 internal KM-related meetings and 40 external (USFF/SOUTHCOM) meetings, conferences, and workshops annually. Execute higher headquarters directives on Records Management. Develop and manage internal and external information-sharing processes to enhance operational efficiency. Design information management initiatives and content integration strategies to improve knowledge accessibility. Administer portals/websites, including internal, external, and collaboration-focused platforms. Train staff on content management tools to ensure adoption and best practices. Develop technical solutions to enhance information accessibility and align strategies with command guidelines. SharePoint Administration & Development: Build, deploy, administer, troubleshoot, and provide ongoing support for SharePoint sites. Collaborate with external KM/IM personnel to ensure effective information management and sharing. Design, develop, and maintain SharePoint templates, workflows, and web parts using JavaScript, CSS, and HTML. Delegate SharePoint content administration roles to appropriate users. Oversee the site request process, reviewing submissions and ensuring proper site creation. Resolve content creation and publishing issues within SharePoint web properties. Monitor SharePoint logs, activities, events, and assets to maintain optimal performance. Manage SharePoint user accounts and troubleshoot access issues as needed. Required Experience & Qualifications: Technical Expertise: Network, software, and website management experience. Leadership & Program Management: Experience supporting military or civilian executive-level staff/offices. Knowledge Management: Strong understanding of KM principles and their application in military operations. SharePoint Administration & Development: Comprehensive knowledge of ASP.NET, HTML, XML, IIS Web Services, and database design. Expert proficiency in SharePoint portal administration and content management. SQL Server and Windows Server experience. Graphic design proficiency using Photoshop and similar applications. Strong knowledge of Active Directory, DNS, and networking security principles. Familiarity with Web Services and .NET Framework. Scripting experience in VBScript and JavaScript. IIS Server expertise. Database & Web Application Development: Extensive experience in database-driven web development and system administration. Military Operations Knowledge: Expert understanding of the Maritime Operations Center concept and the role of a Knowledge Manager. Communication & Leadership: Exceptional written and oral communication skills with strong leadership and organizational abilities. Special Qualifications: JQO, MSOC, JPME I, JPME II, or MOPC preferred.
